Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the announcement of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of conflicting incidents captured the bleak nature of the current period. By day, political struggles are waged: positive announcements are issued from multiple capitals. Considerable effort is allocated on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capacity enabled by timely intelligence. From witness perspectives, defense planes that had been dispatched to engage hostile guided weapons flew past – advanced fighter aircraft supplied to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through allied countries. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly transforms into sober acceptance: possibly the incoming missile won't strike its target this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it maintained course toward its target.
Periodically, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a need that regional partners are clearly incapable to replace in the short term.
Failed Diplomacy
The detailed framework from Washington sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.
Every new approach from American administration unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, no doubt, persist.
Strategic Calculations
It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the whole story. Washington operates on a assumption well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is impossible to compel Moscow to abandon the territory that it already controls in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, US leadership does nothing to deter Moscow, through statements or actions, from believing that the status quo will not evolve additionally in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but preventing a complete military breakdown until conditions improve in its favour.
Present Conditions
Factually, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: personal goals to mediate resolution and secure international recognition, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their objective will now be much harder after current events, it remains highly unlikely that this will change their overall approach.
These two forces are driving the talks.
Conclusion and Outlook
It took a just a single week to kill the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.
While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
